Granted, commuting a sentence is different than a pardon. The real question is, "why have voters allowed any president to grant pardons for federally convicted felons? That would seem to contradict our system of justice.....................................for the middle class, anyway.

President Bill Clinton was impeached but NOT convicted by the House of Representatives on December 19, 1998, for perjury and obstruction regarding sexual indiscretions with a secretary. He was acquitted of perjury and obstruction of justice by the Senate on February 12, 1999.

Lewis Libby was overwhelmingly convicted by a jury of his peers (with a Republican judge presiding) of perjury, obstruction of justice and lying to the FBI about publicly revealing the identity of a covert CIA agent.
